How Heat-Treated Wood Packaging Stops the Spread of Invasive Pests & Protects the Enviroment

Wood packaging is one of the quietest ways invasive pests cross international borders. An insect larva or nematode can ride undetected inside a single untreated pallet, then emerge in a forest ecosystem that has no natural defense against it. ISPM-15, the international standard for wood packaging, exists to break that route, and heat treatment does it with the lowest environmental cost.

What ISPM-15 Actually Requires

The International Plant Protection Convention sets the rules through ISPM-15, which governs virtually all solid wood packaging in international trade: pallets, crates, dunnage, and spacers. The standard requires heating the wood until its core reaches 56 degrees Celsius and holding it there for at least 30 continuous minutes.

Two details matter more than most shippers realize. First, the wood must be debarked before treatment, because bark can shelter insects that survive heating. Second, only facilities certified by their national plant protection organization can apply the official stamp. The HT mark on a pallet is not a manufacturer’s logo. It is a phytosanitary certification stating that the wood in that pallet can no longer carry live forest pests across a border.

In the United States, USDA APHIS enforces the requirement, and it applies to wood packaging entering and leaving the country. A shipment from overseas that arrives on untreated or unstamped pallets is treated as a quarantine risk, regardless of what it contains.

Why Heat Treatment Is the Environmentally Responsible Option

Heat treatment has two environmental edges over the alternatives.

The first is what it replaces. For decades, methyl bromide fumigation was the standard way to kill pests in wood packaging. Methyl bromide is an ozone-depleting substance that is being phased out globally under the Montreal Protocol, and the industry has been moving steadily away from it. Heat treatment achieves the same pest-control result with no chemical residue, no off-gassing, and no specialized handling for workers. Wood leaves the chamber ready for reuse.

The second edge is what it extends. Heating wood to the ISPM-15 standard also drives down its moisture content, which slows mold growth and decay. A pallet that resists decay stays in service longer, and a pallet that stays in service longer does not need to be replaced. Every additional year of use delays the harvest of new lumber, keeps existing wood out of the waste stream, and reduces the total number of pallets a supply chain consumes. Wood packaging is already one of the most reused materials in logistics. Heat treatment is part of why.

It also offers secondary efficiency. Drier pallets weigh less, and lighter loads burn less fuel in transit. The savings per pallet are small, but across thousands of shipments, they add up to a measurable reduction in a supply chain’s transport footprint.

What a Border Rejection Actually Costs

The environmental case is strong on its own. The budget case is what usually convinces operations managers.

When a port inspector finds wood packaging without a valid certification mark, or with signs of live pests, the shipment does not simply get a warning. Typical outcomes include re-export at the shipper’s expense, treatment and re-treatment fees at the port, physical destruction of the pallets, or, in the worst cases, rejection of the entire shipment. Any of these outcomes means demurrage charges while containers sit, rescheduling of delivery windows, and emergency re-palleting of goods that are already packed.

None of that cost appears in the unit price of an untreated pallet. It shows up later, at a port, when options are expensive. Certified heat-treated pallets eliminate that risk category for a modest upfront difference.

Why Heat-Treated Pallets Are Easier on Budgets

The budget case rests on three numbers.

Certification lasts the life of the pallet. The HT stamp never expires, so a treated pallet can make many export trips before it wears out. A per-pallet price divided across years of service is usually lower than the same calculation for repeatedly replacing cheap untreated pallets that fail inspection or decay in humid storage.

Weight compounds. Because treatment reduces moisture, heat-treated pallets are lighter than green, freshly cut alternatives. That reduces freight cost on weight-priced lanes and reduces damage from pallets absorbing moisture in transit or cold storage.

Rejection risk is the largest number, and it is usually invisible until it happens. One rejected export shipment routinely costs more in fees, delays, and re-palleting than the lifetime premium of every pallet in the load.

How long does the ISPM-15 certification on a heat-treated pallet last?

There is no expiration date. The certification remains valid for the life of the pallet as long as the wood is not altered. If a treated pallet is repaired or remanufactured with new lumber, it must be re-treated and re-stamped by a certified facility before it can re-enter international trade.

Can used heat-treated pallets be used for export?

Yes, if the certification mark is intact and legible and no new, untreated wood has been added. Facilities that buy and resell used pallets for export customers verify the stamp before the pallet re-enters service. A used certified pallet is one of the most economical and lowest-waste export options available.

Do heat-treated pallets cost more than untreated pallets?

The per-pallet price is slightly higher because certified heat-treatment facilities carry inspection, chamber, and documentation costs. Over the pallet’s service life, the math usually favors treated wood: longer usable life, lighter shipping weight, and no exposure to border rejection fees, which typically dwarf the per-pallet premium.
